Thailand Hard Drive Flooding

Severe flooding occurred during the 2011 monsoon season in Thailand. The flooding began at the end of July triggered by the landfall of Tropical Storm Nock-ten. These floods soon spread through the provinces of northern, northeastern, and central Thailand along the Mekong and Chao Phraya river basins. In October floodwaters reached the mouth of the Chao Phraya and inundated parts of the capital city of Bangkok. Flooding persisted in some areas until mid-January 2012, and resulted in a total of 815 deaths (with three missing) and 13.6 million people affected. Sixty-five of Thailand’s 76 provinces were declared flood disaster zones, and over 20,000 square kilometres (7,700 sq mi) of farmland was damaged. The disaster has been described as “the worst flooding yet in terms of…water and people affected.”
That was the opening paragraph to Wikipedia’s article 2011 Thailand floods.
Obviously you can find a lot of information condensed into that article, but this post is going to try and expand beyond just the 2011 / 2012 flooding. However, I cannot offer more of a description than that because it is presently 3:23 a.m. (Pacific Time Zone) on May 14, 2021 as I type these words, and I have only just begun working on this effort. By the time I finally have the post published, I expect that the date will probably be late in June, and there will be well over 30,000 words of information in what will be presented below.

Many of the factories that made hard disk drives were flooded, including Western Digital’s, leading some industry analysts to predict future worldwide shortages of hard disk drives. It explores the third U.S. National Climate Assessment (NCA3) report as compared with previous US national climate assessments, from both a process and content perspective. The U.S. Global Change Research Program is required by law to produce a National Climate Assessment report every four years, and these reports provide a comprehensive evaluation of climate science as well as observed and projected climate impacts on a variety of sectors.
As the book describes, a key contribution of the NCA3 approach is a far more deliberate interdisciplinary process, as well as an engagement strategy that brought hundreds of public and private sector stakeholders into the assessment community. Among its most important conceptual contributions was an explicit focus on building the infrastructure to conduct better assessments over time and an experimental approach to analysis of the impacts of climate on cross-sectoral systems and inter-locking and cascading effects across sectors.
Readers may explore innovations such as the development of regional climatologies and projections for every region of the US, as well as the development of the Global Change Information System. The book also highlights the need for decision-makers to be part of the assessment process, in order for assessment findings to be truly useful from a decision-maker’s perspective. Many lessons have been learned by the NCA3 authors that can be useful in future assessments and adaptation processes, both within the US and internationally. While they are exposed to various types of natural hazards, flooding and other water-related disasters pose particularly significant risks and undermine long-term economic growth, especially in coastal cities. Managing such natural disaster risks is an essential component of urban policies in fast-growing Southeast Asian cities, especially as the impacts of climate change worsen.
In addition to providing a framework for assessing disaster risk management policies in cities, this report also presents the results of assessment and locally tailored policy recommendations in five cities of different institutional, geographic, socio-economic and environmental contexts in Southeast Asia. They include Bandung (Indonesia), Bangkok (Thailand), Cebu (Philippines), Hai Phong (Viet Nam) and Iskandar (Malaysia). The study highlights that Southeast Asian cities are largely underprepared for natural disaster risks.
Through an assessment of disaster risk management (DRM) policies at national and subnational levels, the study aims to enhance urban resilience by: i) identifying policy challenges related to DRM; ii) assessing the impacts of current DRM policy practices; and iii) proposing more efficient and effective policy options to enhance urban resilience.
